Dont get me wrong, public transport, especially in denser areas is very decent. But if you compare Austria and Belgium one is mostly flat and you can hardly get lost anywhere since there will always be some sort of settlement one or two hours away in one direction the other has nearly one third...
Really depends on where you live
Depending solely on public transport, your feet or bike is only really viable in the bigger cities (of which there are only one big city and a few small ones, so 100-300k people). As a whole the car is the dominant mode of transport.
As far as I can remember the TC repair thing was a change only introduced after Forgotten Empires to encourage offensive gameplay in Castle Age. So it wasnt a legacy issue at all. I could be wrong about that, but I am fairly sure.
Not totally disagreeing, but developement doesnt start there. Some kids for example are more out and about than others or perhaps are already doing some kind of sports with their parents etc. thus knowing how to use their body better than others.
Given everyone would try, obviously no. Your questions basically is: "Can everyone get into the top 0.8% of the playerbase?"
If you are asking if everyone can reach 2k skill, the question doesnt make much sense, since that is not a fixed measure. "2k skill" varies over time.
From what I gathered that list was a list of people who often get mass flagged and thus are on a no ban list, meaning special review before ban. It seems to be the more likely scenario for me.
