Take this as just an anecdote, but I feel that on average it is best to have the stronger player as pocket, at least in the mid to low elo ranges, although typically the lower level players seem to hate being flank and prefer being pocket themselves.

I am at the 1.3k/1.4k elo bucket (2k TG), and over here the 1v1 and also the TG queues are very good (1v1 more so than TG). Waiting time never more than 2/3 minutes, opponents always within 50 elo points from me (which basically means very even match).
Also, in TGs I almost never see the alt+F4...
So I might have a chance to convince a company to sponsor an aoe2 S-tier tournaments (just because I like watching tourneys, one more is better than one less).
However their business is only relevant for people resident in EU countries.
