For comparison Burgundian Vineyards takes more like 7 minutes (at least) to pay off at 62 farmers (although you can get it in Castle Age and you're more likely to have 60 farmers than 60 lumberjacks).

the problem with nerfing eagles is that if they are nerfed too hard then meso civs won't be very viable. I don't think the unit itself is that broken, but rather that Aztecs and Mayans have strong ecos - Incan Eagles just imply the same threat.

The problems I see are:
some civs are consistently strong (across many maps and modes (dark age start and feudal age start)), e.g. Franks, Chinese
some units / techs are somewhat useless or overpriced or underpowered relative to generic units, e.g. Genitours, Missionaries, Stronghold (Celts CA...

spears kill scouts with bloodlines in 1 less hit (4 -> 3; given equal blacksmith upgrades)
