Well, Memb did host a tournament that tried to force more civs but all it did was further imbalance the haves from the have nots (the haves got to burn mid level civs early in sweeps and the have nots had to burn through the good ones just to get to the haves, who would then have the best civs). Short of longer series I don't know what the right answer is in terms of more civ variety. You can't blame the players for using what's available, if anything the fact that there are a good variety of top tier civs (and not one right answer that must always be banned) says that the game balance is working well.
What makes this tournament so interesting is that there have been storylines and great action at every level so far. 1 2 3 4 only ended up in the same half because 2 and 3 screwed up by not winning their groups, so you can't pin that on the organizer either. The coordination this has taken to make happen is immense, and it's been a ton of fun to watch play out.
EDIT: I'm sure a lot more thoughts will come to mind, but I'll sort through that later. I do want to mention that I am wholly against the idea of 'reseeding' at any point. The reward for being a top player should be an easier road, so if you beat that top player you should acquire that reward, not get it pulled from them in the interest of 'fairness'. ("Then why did Viper play Yo?" "You think Yo wanted to play Viper? If Yo did his job he plays dogao!")
