I would even say that the website is essentially "down". Webbrowsers won't let you view the website without clicking through a bunch of warnings.the website will just goes down. But now things can still run even if I'm away.
It's not only about the data people enter, it's about transportation of general data between servers and the client and verifying that people are really connected to the original server. You might think, but who cares if someone doesn't enter any critical data. Well, you could intercept traffic from your website and use it for scamming people, asking them to verify with their Steam account for example to get their passwords. Just playing it safe is way easier today.And anyway, users don't have to enter any data
