Remember that Hera has been Ranked #1 on the ladder before now and his best ever rating on this current ladder was 2447. Once you become a solid 2k player and have that certain high base level skill, rating is almost entirely linked to activity level. Hera's improvement, in my mind is just down to the fact that he's playing again as opposed to not playing at all. Hera knows Arabia Hun Wars as well as anyone, so if we see him taking some major scalps, we shouldn't be surprised. Once you've been rated 2400, you don't ever really lose your ability. To achieve such a rating you have to play a lot of games. As a result, those hotkeys, build orders and fundamentals of the meta-game are burned into your brain.

I don't mean to nitpick, but if anything match practice is less important in Age of Empires compared to decision making. Look at the way Tim, Jordan, Daut and others have been able to rise to the top quickly while maintaining low activity levels. Perhaps what you meant is that he had played so many games before that he held the experience in reserve that he could reach a competitive level again with a relatively seamless transition.
Personally, I think that the more games per day that you play, the worse you get. Sure you need to practice a lot to get familiar with hotkeys and build order and speed etc. But whenever I play a lot of games in a day, I gradually play stupider and stupider until i'm like a bot. I think the main improvement comes when you take some time off, and come back with a new perspective of the game. It makes it easier to learn and change the things you've always done wrong.
EG. Just came back from a few months off, and learnt how to do men at arms without being -200 in score, after about 2 days of practice.
