I agree with @DaisyChain. You can't call people who spent hundreds of hours in a game a noob. I'd bet most of the people in 1200-1300 have spent several hundred hours playing the game, you have to be a jerk to say they are noobs.
Moving on with my opinion...
n00b: Almost no understanding of strategies and mechanics. Can't do a basic build order without idling their TC for long.
Beginner: Can do a passable build order and have the basics down, but struggle with everything else.
Beginner to intermediate: Got one decent built order down and okayish understanding of the strategy, but the execution is still very lacking.
Intermediate: Knows two or three build orders, but they are suboptimal. Can perform at a similar level in all ages. Learns a few hotkeys. Still poor at defending rushes. Either microes or macroes, rarely doing them simultaneously.
Intermediate to advanced: Build orders start to become really good, but not perfect. Won't die from an well executed rush, but they are still a problem. Uses a lot of hotkeys. Lures deer, scouts the opponent, isn't married to one kind of unit. Has a decent balance between micro and macro but multitasking is still a struggle.
Advanced: Very solid and consistent build orders. Very good with hotkeys and multitasking. Micro and timing really starts to become the differencial. From here on it's just different levels of advanced until pro.
