Looks like straggler trees can no longer be lamed (from across the map) in the June update preview. If you place a Palisade Wall on top of a felled straggler, then the tree does not get removed until the Villager walks over and begins constructing it.
In the screenshot you can see a Villager continues to chop a tree even with a foundation on top of it.
Will need to play around with it a bit, but it looks like a good change to me, so long as it doesn't introduce more bugs like the last change to wall scouting did.
