With how farms work, you would always be farming faster than a generic civ, even if you collect just 5 food from your farm.
Similar to Tatars in a way, who have technically 33% slower gathering shepherds than other civs, to make the longer lasting bonus work. You would have no idea, because the combination work out so that the other mechanics (longer lasting resources) compensates slower gather speed in a way that makes it invisible.
For me there is a difference between something that comes by effect by how the bonus is implemented and hidden balances changes to make a bad idea not broken...
