As far as I know the CoT tournament rules do not mention a minimal delay for spectators of streamed games.
The general streaming rules however mention a minimum delay of 8 minutes (see here).
Yesterday I watched several games broadcasted on Twitch TV (both the AOCZone and Voobly channels) where this delay was set to only 1 or 2 minutes. Afterwards in chat players were accused of watching the stream during the game.
Shouldn't the ruling be more clear to avoid cheating? Sneaky forwards always are a great strategy and with delays of just 1-2 minutes they have far less time to set up a surprise attack.
