Voobly recently updated their streaming policy.

The highlights:
"Voobly.com does not allow commercial streamers to broadcast in Voobly.com-hosted tournaments, sweepstakes, or other events."
"Voobly.com does not allow commercial streamers to take recorded games of Voobly.com-hosted tournaments, sweepstakes, or other events and broadcast them in any Voobly.com game lobbies, game rooms, chat rooms, forums and web sites run by Voobly.com or publish them as videos on the internet."
"Voobly is not obligated to send users or tournament hosts a warning before deleting any content."
So if you want your tournament to be streamed, or the recorded games to be able to be streamed/uploaded to YT, all tournament organisers should make it very clear that their tournament is not a Voobly.com-hosted tournament or event, and is a user-hosted event.
